TAHA was part of a multi-disciplinary team examining the feasibility of high occupancy vehicle (HOV) routes through or around downtown Los Angeles. While traffic engineers on the team identied potential routes based on performance standards such as travel time savings, capacity, and level of service (LOS), TAHA screened each of the proposed routes for environmental constraints and fatal flaws. Using GIS technology to map environmental data, land uses adjacent to proposed routes, and socioeconomic data such as minority populations and income levels, TAHA was instrumental in narrowing the range of potential alternatives for further study.
